compared to fan heaters yes, but a modern aircon unit will be the cheapest now

How does a new tenant know if he/she is on a higher tariff due to the previous tenant having been a high consumer?
When does the consumption year start? When new owners/tenants
are registered with ARMS?

It's up to the new tenant to inform ARMS. Even if the old tenant was on the lower rate, as soon as they move their residence with ARMS, the old place reverts to the higher rates. You know by seeing the bill and how many people are noted a resident

The bands are provided-ratered so if get a bill every 3 months then you get 25% of the annual band each time
